Generally speaking there are 3 elements that should be present in every link you generate. If you can get a link with 1, 2 or all 3 of these key elements then your website will benefit. There are other elements of course but simply put you want the following.
1.) Contextual - These are the backlinks that are inside the content of an article, for example if this text was a link it would be a contextual link. There are other types of links such as footer, header, sidebar and image links but these are less powerful although if you still have the below 2 key elements then go ahead and build these links as they still benefit your website's rankings.
2.) Relevance - The topic of what a webpage is. For example if you own a software business then you should be looking for links from other software companies, tech blogs and business websites. Anything that is related to your industry. The more relevant the better but remember point 3 as the overall important factor, which is why links from large news blogs are so valuable even though this might not be relevant to your website or business.
3.) Authority - How powerful or popular is the website that is linking to you? This is the first question that you should ask when looking into building links and valuing how much they are worth. Is this website popular? Does it have a powerful link profile itself? If the answer to both of these questions is YES, then you likely have a website that will give you a "good" backlink.
